Generic list of 1000 points without national rules or named ships. A named ship can be
used as generic ship.
Max of 6 unrated ships
Max of 3 of each rate of ship.
Gets a free admiral, that gives +1 to each skill test for all friendly ships within 16”.
Gets a free large merchant ship included to the list, can use a fifth rate as a proxy.
The defender player in scenario 2 gets 2 free inexperienced brigs.
